Sorry mate it is difficult to provide advice on this one without knowing exactly where the fracture in the fibula is located, and in my experience it is an unusual injury for such a young puppy. Which in turn creates some concern in my mind about the current bone density of the pup's bones, and possible calcium/phosphorus ratios of the diet to support strong bone structure in growing pups.
If the fracture is down low on the fibula where it is adjacent to the tibia all that is required is that the pup be confined to a smaller enclosure for three weeks to avoid undue movement in the fracture line during the initial healing and excessive calcification creating a large lump on the bone as a result of that movement. Problems can occur however if the fracture is high on the fibula where it is away from the tibia as there is nothing there to hold the fractured sections of the fibula in line, and the main worry then is the possibility of a non-union. This may also be aggravated due to the tibia continuing to grow in length while the fractured fibula is somewhat at a standstill in this regard.
You really need to be guided by your vet with this type of injury who has I would assume an X-ray to tell him/her the exact extent and location of the fracture.
